截止2018年底,北(bei)(bei)(bei)(bei)京(jing)市(shi)共開通(tong)(tong)(tong)(tong)了(le)22條地(di)鐵線路(lu),運營(ying)里(li)程達(da)608公(gong)(gong)(gong)(gong)里(li),車站(zhan)378座,其(qi)中(zhong)換乘站(zhan)56座。2018年在建線路(lu)20條(段(duan)),333公(gong)(gong)(gong)(gong)里(li),在新(xin)版《北(bei)(bei)(bei)(bei)京(jing)城(cheng)市(shi)總體規劃》(2016年~2035年)中(zhong),城(cheng)市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)線路(lu)共規劃約1500公(gong)(gong)(gong)(gong)里(li),到2035年北(bei)(bei)(bei)(bei)京(jing)市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運營(ying)里(li)程將達(da)2500公(gong)(gong)(gong)(gong)里(li)左右(you)。北(bei)(bei)(bei)(bei)京(jing)市(shi)未(wei)來的軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)線路(lu)儲備規模巨(ju)大,對(dui)(dui)運營(ying)管理(li)水平(ping)會(hui)(hui)提(ti)出(chu)更大的挑戰。北(bei)(bei)(bei)(bei)京(jing)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)PPP儲備項(xiang)(xiang)目研究從PPP政策文件解(jie)讀以及北(bei)(bei)(bei)(bei)京(jing)市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)項(xiang)(xiang)目建設運營(ying)現狀(zhuang)梳理(li)著手,提(ti)出(chu)堅持應用(yong)PPP模式(shi)是北(bei)(bei)(bei)(bei)京(jing)市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)可持續(xu)發展(zhan)的重要途(tu)徑。我公(gong)(gong)(gong)(gong)司(si)受北(bei)(bei)(bei)(bei)京(jing)市(shi)交(jiao)(jiao)通(tong)(tong)(tong)(tong)委(wei)員會(hui)(hui)的委(wei)托,對(dui)(dui)北(bei)(bei)(bei)(bei)京(jing)市(shi)軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)PPP發展(zhan)面(mian)臨的新(xin)形(xing)勢進(jin)行了(le)深(shen)入分(fen)析,并結合軌(gui)(gui)(gui)道(dao)(dao)交(jiao)(jiao)通(tong)(tong)(tong)(tong)項(xiang)(xiang)目建設階段(duan)分(fen)別在新(xin)建、在建和(he)(he)存量項(xiang)(xiang)目類(lei)型(xing)中(zhong)提(ti)出(chu)PPP儲備項(xiang)(xiang)目建議,并重點對(dui)(dui)不同類(lei)型(xing)PPP項(xiang)(xiang)目的運作模式(shi)、交(jiao)(jiao)易結構、競(jing)爭機制、實施路(lu)徑等內容進(jin)行了(le)可行性分(fen)析,從機制完善和(he)(he)模式(shi)創新(xin)兩個層(ceng)面(mian)提(ti)出(chu)了(le)優化和(he)(he)應對(dui)(dui)建議。
